outer keel/limber holes

I was about to attach a new outer keel to my '57 Thompson sea coaster using the original as a guide. then, I noticed that on the original keel the screw holes are every 6 inches and fall on top of the intermediate frames. won't this interfere with the limber holes? or does the water run around the screw? also, it's difficult to tell from the old keel if wood filler was used or bungs over the screw holes. four years have elapsed since I took the old keel off, but I'm pretty sure they were bungs. thanks for any insights as always.
