Cleat placement

What is the rule of thumb for cleat placement? The boat is small, 12' long.

No rules.
Smallish cleat for a small boat. Try to get something age appropriate. In other words, don't go find something brand new at West Marine or wherever. Try to find a vintage one. eBay and craigs list are sources. Swap meets of old boat events and the Antique Outboard Motor Club are great resources.
