mounting stem piece

I am going to be mounting the new inside and outside stem piece on my cedar strip runabout.
When I took the originals off there was a gap between the two pieces where it looked like it was once filled with something resembling pine tar. But most of it was gone. Probably why they failed.
When I re-bed them is there a rule of thumb for the distance between them? If feel like for structural reasons they should be tight together but I don't really know.
Also the consensus on compound has been a BoatLife type product. Any thoughts on this?
