1948 12' Runabout

The garwood has a cord in the joints and the sealer that was put over this material is cracked and needs replacing.
1) what is this material made of, it looks like a paper cord?
2) Can I remove it and just use 3m 4200 to fill the joints?

"garwood" ???What does that mean? Possibly the "garboard" plank?

You are probably thinking of rope caulk. It is rope impregnated with some goo. It can be obtained from Jamestown Distributors.
