Perko makes a bow light that has the flag staff hole in it, it is there model number 199663 available at West Marine or any other marine dealer that handles Perko.
As for the wheel I would try Ken-Dor Marine in Franklin, WI. They also may have an NOS bow light that you are looking for. Ken-Dor is located at 5713 W. Ryan Road phone: 414-421-4370 webiste: kendormarine.com.
They have alot of NOS boat hardware and electrical items and everything else you can think of for boats.
