limber holes

quickie! having replaced all the frames on my '57 Thompson sea coaster deluxe, what would be the best tool to use for making the limber holes? also, while I'm thinking about it, if you have one of these fifteen footers, on what plank would I find the water line? or do you determine this after it's in the water? as always, thanks...

Are the frames installed on the boat? If yes, you will not be able to cut or drill limber holes. If no, use a band saw or just run the ends on a belt sander.

andreas, I apologize for the misinformation. the garboards are not yet installed, but all the frames are attached. any suggestions you can offer are much appreciated. I was thinking of taking my skill saw down the middle, but the boat is on saw horses and at my age the reach is too great where I would feel comfortable. I would have cut the limber holes out as I made the frames, but they were made on jigs, and I was never sure of just where the center would be after adjustments. thanks again
