Not knowing what the actual bucket weighs, I will venture a guess that you have at least 15 pounds of screws in the bucket.

I recommend waiting until adhesive has cured then tighten the screws. Also it might take longer then a week for the boat life to cure before it can be sanded and painted. Give it time for a good cure.

Unless you plan on having the boat in the water all season, I see no reason to use anti-fowling paint on the hull. A good coat of marine gloss paint will be fine.
If the boat sets in water everyday then spend the money on anti-fowling paint other wise it is not worth it.
