He is asking .... " gap between the garboards from the end of the outer keel to the transom" . This sounds like someone has shortened the (outer) keel and it doesn't extend to the transom. The keel should extend all the way aft, with a taper to about 1/2 - 3/4 " thick at the transom. ...

Just a word of caution, I would strongly advise against simply adding weight to the inside of the hull. I expect that that will only succeed in destroying the joinery at the transom. Any force applied downward must be counteracted with an equal and opposite force acting (up) against the transom join...

If you are working from the inside of the hull and the garboard planks and inner keel sisters (doublers) are still in place you will encounter a bit of an issue with the original fasteners. Just a thought, but you think that the Livery boat simpley had heaver (deeper) and more substantial gunnels? This to better withstand the expected abuse of rental service. This might explain the slight increase in depth with an otherwise identical hull.
